Keeping chickens: by-laws, housing and predators
Chickens are the most accessible livestock most households will ever keep — but in South Africa the first question is not breed or housing, it is whether your municipality allows them at all.
The short answer
Most South African metros permit a small laying flock on residential property, but cap numbers, setback distances, and whether you may keep a rooster. Get the current by-law for your specific municipality before you build anything. The minimum practical flock for a household of four is six to eight hens in a predator-proof coop with at least one square metre of enclosed floor space per bird.
The by-law question — start here, not with the coop
The most common mistake new chicken keepers make is building the coop first and asking the municipality later. In South Africa, the right to keep poultry on residential land is not a given — it is a permission that varies by metro, by suburb, and sometimes by erf classification. Getting this wrong means dismantling a structure you spent a weekend building.
By-laws sit under the municipalities' powers in the Local Government: Municipal Systems Act 32 of 2000, and each metro sets its own rules. What follows is a working summary — but by-laws are amended, and you must pull the current version from your municipality's official website or offices before committing.

The pattern across metros: hens are almost always permitted in small numbers, roosters almost never are on standard residential erven, and the enforcement trigger is nearly always a neighbour complaint about noise, smell, or flies. A well-managed flock rarely reaches that threshold. A neglected one does quickly.
If you are on agricultural land, smallholding, or plot zoned for agricultural use, metro residential by-laws generally do not apply — but check the title deed conditions and any homeowners' association rules regardless.
Why keeping chickens is different in South Africa
Housing that survives our predators
The coop is not a luxury — it is the entire reason your birds survive long enough to lay. In South Africa, a coop that would pass for adequate in northern Europe is a box of losses waiting to happen.

Chicken wire — the hexagonal galvanised wire sold everywhere — stops chickens getting out. It does not stop a determined genet or mongoose getting in. Hardware cloth (welded square mesh, ideally galvanised or PVC-coated, 2.5 cm or smaller openings) is the material that actually protects a coop. This is a non-negotiable difference from most international guides, which were written for environments with fewer or less capable predators.
Coop dimensions
The minimum practical floor area for a laying hen is 0.37 m² of enclosed coop space (sleeping and nesting), but 1 m² per bird produces noticeably better health outcomes and fewer pecking-order injuries. For a flock of eight hens, a coop of 3 m × 3 m with an attached enclosed run of at least the same area is a workable starting point.
Ventilation matters more than most guides emphasise. Ammonia from droppings builds up faster in a warm South African climate than in cooler ones. Cross-ventilation at roof level — louvred openings covered in hardware cloth — keeps the coop habitable without creating cold draughts at roost height.
The roost and the nest box
Chickens instinctively roost above ground. Roost bars at 60–90 cm height, with 25–30 cm of linear bar space per bird, keep the flock settled at night. Nest boxes — one per three to four hens — should be darker than the rest of the coop to encourage laying. Locate them at a different height from the roost bars to prevent hens sleeping in them, which soils the eggs.
Space and flock size for a household
The household egg target drives the flock size calculation. A good laying hen in her first two years produces roughly 250–300 eggs per year — call it five eggs per week per bird in laying season, less in winter and during moult. A household of four consuming a dozen eggs a week needs six to eight reliable layers to cover consumption without surplus accumulating faster than it can be used.
This is the argument for starting small. Six hens in a sound coop are manageable, observable, and correctable. Twelve hens in an inadequate setup produce twice the problems and the same lessons. The flock can grow once the system is working.
Total land required is not large. A coop of 8–10 m² with an attached run of 15–20 m² is sufficient for six to eight birds on a permanent basis. If you can rotate the run — moving the flock onto a second area while the first recovers — the land load per bird drops significantly and parasite pressure stays lower. Rotational grazing of chickens across a vegetable garden between seasons is a legitimate and useful practice, though timing matters: chickens will eat seedlings and scratch out newly planted beds indiscriminately.
Layers versus dual-purpose breeds
The breed question in South Africa is shaped by feed price volatility in a way that makes the international answer partly wrong here. High-production commercial layers (the ISA Brown and its relatives) were optimised for cheap, consistent commercial feed. When feed prices spike — which they do regularly — their feed-conversion advantage shrinks relative to breeds that can forage more effectively.

The Potchefstroom Koekoek and the Boschveld are South African breeds developed specifically for lower-input conditions. If your primary goal is resilience rather than maximum production, either of these warrants serious consideration over an imported commercial layer. The Australorp is not South African but has been kept here long enough that locally bred stock is well-adapted.
Dual-purpose means the spent hens have table value when their laying life ends. A commercial layer at eighteen months of laying is worth almost nothing as a carcass. A Koekoek or Australorp at the same age is a reasonable stew bird. This matters for the economics of the flock over time, even if it is not a number we can put in this article.
The daily routine nobody describes
Chicken keeping is described in most guides as "low maintenance". That is broadly true — it is less demanding than most livestock — but the daily touchpoints are non-negotiable and they do not pause for weekends, load-shedding, or the fact that you have a work function.
Morning
- Open the coop door at or just after first light. Birds that are locked in past sunrise lose laying time and generate stress pecking.
- Refresh the drinker. Chickens that found the drinker empty overnight may have drunk contaminated water from the run. Empty, rinse, and refill — not just top up.
- Check for overnight losses or injuries before you release the flock. A bird that was attacked during the night and is not visible is almost certainly dead inside; a bird that is huddled and separate may be ill.
- Collect any eggs already laid if your flock starts early. Eggs left in nest boxes attract egg-eating behaviour once a bird discovers them.
Evening
- Count the birds back in at dusk. Every bird. This is the most important minute of the day. A hen that has not returned has either been taken or is trapped somewhere on the property.
- Close and latch the coop. Not wedge, not prop — close and latch. Genets and mongooses are active in the first two hours after dark.
- Remove uneaten wet feed if you feed scraps. Leftover food overnight is a rat invitation.
- Check that the drinker has not been fouled or emptied during the day.
Weekly
- Remove droppings from under the roost bars. Accumulated droppings are the primary source of ammonia and the primary habitat for red mite.
- Inspect the flock individually. Turn each bird over and check the vent area and under the wings for lice and mite clusters. Red mite in South Africa's warm climate can establish faster than in cooler countries.
- Check the coop structure — particularly any joints at ground level, any gaps at the base, and the integrity of the hardware cloth. Predators test structures repeatedly.
The load-shedding complication
Automatic coop door openers are genuinely useful, but in South Africa they require a backup power source or a manual protocol for outages. The failure mode is specific: a door that is scheduled to close at dusk fails to close during a Stage 4 outage, and you discover the problem when you come home at 21:00 to find the coop open. A battery backup on the door controller, or a firm habit of manual confirmation, is not optional here.

What people get wrong
- Chicken wire instead of hardware cloth. The most common and most expensive mistake. Chicken wire keeps chickens in. Hardware cloth keeps predators out. They are not the same product.
- Starting with too many birds. Twelve hens before you understand the disease load, the feed consumption, and the daily routine produces twelve problems instead of six.
- Skipping the by-law check. A coop dismantled after a neighbour complaint is a coop you built twice.
- No apron around the coop base. Mongooses and jackals dig. An L-shaped apron of hardware cloth laid flat on the ground around the perimeter and pinned down stops this almost entirely.
- Roosting in the nest boxes. Hens that sleep in the nest boxes soil them, which produces dirty eggs and encourages broodiness at inconvenient times. Set roost bars higher than the nest box entry to make the bars the preferred sleeping spot.
- Introducing new birds without quarantine. Mycoplasma, Marek's disease, and infectious bronchitis can be introduced by a single new bird. A three-week isolation pen before any new bird joins the main flock is minimum biosecurity, not excess caution.
- Assuming the flock is fine because no one is dead. Lice and red mite infestations reduce laying significantly before they are visible. Weekly hands-on inspection catches problems early.
What we would do differently
- Pull the current municipal by-law and read the relevant sections before purchasing a single bird or building material.
- Build the coop first, wait one week for rain and sun to reveal any gaps or weaknesses, then buy the birds.
- Use hardware cloth — welded 2.5 cm square mesh — on every opening and around the entire base as a buried apron. Not chicken wire anywhere.
- Start with six birds of a dual-purpose breed such as the Potchefstroom Koekoek or Black Australorp rather than commercial layers. Observe how the system works before scaling.
- Install a battery backup on any automatic door opener from day one, not after the first loss.
- Build a separate small isolation pen — even a modest 1 m × 1 m × 1 m wire cage — before you need it. You will need it.
- Set a phone alarm for dusk every evening for the first month until counting the birds in becomes automatic.
Is it worth it?
For most households in South Africa, a small laying flock is worth keeping — but the value is not only in the eggs. A well-managed flock of eight hens produces roughly 35–40 eggs per week at peak lay, which for many households covers most or all of normal consumption. The surplus in flush periods can go to neighbours, to preserving, or to the dog.
The harder question is whether the value holds when feed prices spike. This is the honest answer: it depends entirely on what your flock can forage. A Boschveld or Koekoek flock on a property with reasonable scratch space is far less exposed to feed price movements than a commercial layer flock in a bare run. The breed decision is partly an economic hedge.
The value that does not appear in any feed-cost calculation is the waste cycle. Kitchen scraps, vegetable garden offcuts, and overripe fruit all become eggs. Chickens working through the garden between seasons reduce pest pressure and add fertility. The integration into a broader food system is where the real return lives, and that return is not easily captured in a cost-per-egg analysis.
Keeping chickens is not worth it if you travel frequently without a reliable sitter, if your municipality prohibits it, or if your property genuinely cannot accommodate a predator-proof structure. None of those are failures — they are accurate assessments. The point of starting where you are is knowing where that is.
